GRAPHIC INTERFACE:
The simplest way of exploring Non-Tariff Measures in I-TIP is the graphic interface. If you want to know, for example, about antidumping measures taken by the United States in the year 2012, you can do it through clicking on the red bar in the right graph, after having selected USA as the country and switched the period from quarter to year. In three clicks you will have a summary of the desired info by:

the right graph shows the flow approach: measures taken during the selected period.

In the stock approach (left graph), the user must select between measures in force and measures initiated. The flow approach (right graph) is based only on the initiation date (see methodology).

The graphic interface does not allow for the selection of: affected country, affected product, other type of periods, keywords, several countries/products, and multiple measures.

TABLES BY MEMBERS:
In this option, the measures are grouped and counted by country/region and type of measure. Numbers are clickable and drill down to the summary report. This quick overview over countries and type of measure allows to easily answer, for example, if African countries have taken any safeguard action during the last year; or which measure is most used in each region or in each country.

OTHER WAYS OF QUERYING THE APPLICATION:

Modify the query: immediately after having a first selection through the graphic interface or through the member's tables, the application allows to modify the query, for example, to know if African countries have ever taken a safeguard action: it is enough to change the start date to January 1996.
|
|

|
Tables by products: Information is grouped by the 21 sections of the Harmonized System (HS); the user can drill down to HS chapter to search more detailed product groups. Numbers are clickable and drill down to the summary report. This is the best way of, for example, knowing how many measures affect "Tobacco" (HS chapter 24), while knowing how many cases without product information has been left aside (in the first row of the table; see also methodology).

TIPS FOR USING I-TIP:

USE THE DEFAULT: it has the most relevant collection of measure types; excludes Specific Trade Concerns and uses last year (flow) / last day of semester (stock).

WHICH MEASURES AFFECT ONE PRODUCT? Select the relevant section or chapter from "Tables by Products". The user will have a good proxy while knowing how many measures still lack an HS product definition. If too many or no measures appear, the user can modify her search using the detailed query. There, it is also possible to search through product description (using "or" for having both relevant HS codes and relevant descriptions).

WHICH MEASURES AFFECT ONE COUNTRY? Select the affected country through the detailed query or through member's tables. Use the default or modify it, if needed.

FIND THE MEASURES IN PLACE WHEN EXPORTING PRODUCT X TO COUNTRY Y FROM COUNTRY Z: For trade remedy measures, I-TIP can provide a pretty good overview because the partner country is known and products are increasingly defined in HS terms, the only caveat being that the latest information may not yet be shown. In contrast, for SPS and TBT measures we have mostly information on proposed measures, since notification of actual implementation is not obligatory; withdrawals in these two areas are completely lacking. Furthermore, measures taken before the creation of WTO or the accession of a new member, as well as the application of international standards, do not fall under notification obligation. The landscape resultant from the counting of measures by member may give an uneven result, specially for those members notifying all measures.
